Pepkor has merged its Flash digital services unit with the Shop2Shop merchant and payments business to create a financial technology platform valued at R21.3 billion, aiming to accelerate the rollout of financial and digital products across its national retail footprint.

The combined platform brings together Flash’s large base of informal traders and consumers with Shop2Shop’s acceptance and merchant tools, creating a single network for airtime, bill payments, money transfers and card acceptance in small businesses. By housing these under one roof, Pepkor can push services through thousands of tills and agent points already embedded in communities, lowering distribution costs and deepening usage among cash-reliant customers.

The strategic logic is scale and data: a broader merchant and consumer network increases transaction density, improves unit economics, and opens room for cross-selling insurance, lending and value‑added services without heavy branch infrastructure. It also positions Pepkor more forcefully against mobile wallets, banks’ light branches and independent payment aggregators competing for the same low‑to‑middle income customer.

For South African investors, the R21.3 billion valuation signals that payments and digital services are becoming a core earnings pillar within Pepkor rather than a side bet.
